A weak government, with a security apparatus out of control. A security apparatus which is a law onto itself, holding the reigns to the political establishment.
What has happened is war, with a strike at the soft underbelly. This is what a weak organization which has lost sight of its moral scruples will invariably do. Well, one can always argue, when did ISI ever have morals and scruples. All it wants is to survive and its survival may have been at stake. It had no option but to strike.
On the other hand, a democratic government, with its openness, will always be vulnerable to such attacks. A democratic government needs to take all its people together, which in turn can be a weakness which can be exploited. And it was exploited to the hilt. however, I am proud of being in a strong and vibrant democracy than being a part of a banana republic, heading to abject failure and destitution
